All owners must carry a poop scooping bag. The law surrounding dog fouling has changed. As part of a new Anti-Social Behaviour, Crime and Policing Act passed last year, dog owners caught without a poop scooping bag could be fined £100. Daventry in Northamptonshire are the first Council to bring in the new measures, which will be enforced by dog wardens or other council enforcement officials. This example may be followed by councils nationwide.
